The first group of 20 professional consultants in Kosovo who attended the intensive Certified Management Consultant (CMC) training were issued certificates by Trajkovski & Partners CMC Certified consulting company from Macedonia. The training was initiated by EBRD Business Advisory Service (BAS) Programme in Kosovo, funded by the Netherlands Government, and was carried out in cooperation with the USAID Kosovo Private Enterprise Program (KPEP). On September 15th at Hotel Grand has been held SME Networking Event. At the event participated more than 80 businesses, representatives of SME Agency, ECLO, EBRD and representatives of local and international institutions
The aim of the meeting was launch of ‘Turn Around Management’ (TAM) Programme funded by the EU IPA funds and will help 40 companies in Kosovo. Support will be oriented to those businesses that operate in rural and agricultural sector, women‐led businesses or companies that have specific strategies for hiring minorities and persons with disabilities. Started Training on Certified Management Consultants
BAS Programme in line with its planned activities started training Pre Introduction -Certified Management Consultant- CMC conducted by accredited consultants in this field. The trainers are certified CMC in similar course conducted few years ago in Macedonia
The overall objective of the Training is to make an essential difference to the quality of services that local consultants provide to SMEs in Kosovo. Additionally, the aim of the Training is to raise the consultants' capacity and take further steps towards accreditation of consultants in Kosovo from an internationally recognized accreditation institute.
The course will be conducted through three phases with specific timeline and modules followed by exam. Successful candidates with assistance of USAID/KPEP will establish Consultant Association as pre-condition to proceed with CMC Certification.. For more information please visit www.ICMCI.org

BAS Programme in cooperation with the Ministry of Trade and Industry (Accreditation Department) organized a consultative meeting with
enterprises and organizations from different sectors related to the implementation of quality management systems according to ISO/IEC 17025 standard. During the meeting preliminary assessment of company applications was conducted for the implementation of ISO 17025 standard in the respective laboratories and testing centers. Also in the meeting discussions were held about the procedures in implementing projects. BAS informed the participants that this is a support project to the Directory of Accreditation and Conformity Assessment Organizations.

BAS Programme in cooperation with SGS, Bulgaria organized course of “Lead Auditors on Food Safety Management Systems Standard ISO
22000:2005” or level three as known in QMS terminology to enhance the development of professional capacities and skills among the local professionals in area of Quality Management Systems. The training consisted of 5 full days, starting from April 27th –May 1st, of lecturing and exercising and has been completed with certifying exam. This course is dedicated to professionals who demonstrated adequate capacities for practical application of the knowledge according to ISO 22000:2005 rules.

On Wednesday, 17 Dec 2008, BAS Programme of the European Bank for Reconstruction and Development financed from the EU and the Government of Netherlands certified seventeen (17) experts who attended the specialist course on Project Preparation, Planning, Appraisal and Management of Capital Projects.
The certificates were delivered to the participants by H.E. Ambassador Mr.Voskamp of the Netherlands Embassy in Kosovo and Mr. Beqaj President of Chamber of Commerce. For more detailed information please download the Press Release on the News Section.

On Friday, October 3rd, 2008, the EBRD BAS Programme in Kosovo funded by EU and The Netherlands Government officially delivered certificates to eleven (11) Quality Managers who attended the Lead Auditor Course. The certificates were issued certificates by Bureau VERITAS and IRCA (International Registry of Certified Auditors) for Lead Auditor.
The certificates were delivered to the participants by Mr. Henk Voskamp – Ambassador of Netherlands Embassy in Kosovo and Mr. Lutfi Zharku - Minister of Ministry of Trade and Industry who emphasized that the realization of this project will bring many benefits for Kosovar enterprises and institutions in overall. BAS Programme in cooperation with Bureau Veritas, Slovenia organized a Lead Auditor Course to enhance the development of professional capacities and skills among the local professionals who have been awarded Quality Managers and Quality Technicians from the previous two rounds of Quality Management System Vocational Trainnings organized in 2006 and 2007.
This training programme was designed to increase the awareness and establish the grounds for the future development of QMS Auditor profession. The training consisted of 5 full days of lecturing and exercising. The participants were provided with all materials lectured and with copies of ISO Standards (ISO 9001:2000 and ISO 19011).

On May 22nd, BAS Programme organized first working day of the BDS Forum as a follow-up of the BDS Forum back on December and planned 4 working days for 2008. The forum went as per agenda which generated great interest among the consultants as they could hear from the first hand the BAS Log frame objectives, current and future activities, planned initiatives that will directly support the service sector and will require the intensive cooperation with the local consultancy community, and also were communicated to the audience change of procedures within the BAS.

The team of TAM/ BAS Programme lead by Mrs. Charlotte Salford, TAM BAS Director and Mr. Hans Sprokkreeff - Alternate Director, Dutch/Mongolian Office at the EBRD London held a series of meetings with: EU Delegation, Minister of Trade and Industry, Minister of Economy and Finance, Agency for EU Integration within the Prime Minister Office and The Netherlands liaison office in Kosovo.
The delegation also paid a site visit to Programme beneficiaries, who have benefited from BAS Programme assistance under the Netherlands funding.

With the initiative of EBRD BAS Programme in cooperation with European Center for Peace and Development (ECPD International Postgraduate Masters Studies), the University of Peace established by United Nations (post graduate studies) organized a lecture on the “Infrastructure Projects in Developing and Transition Countries”, on March 17, 2008 at Kosovo Chamber of Commerce conference room.
The lecture was held by Mr. Don Wallace, President of International Law Institute and Professor at Georgetown University, Washington D.C on the two main topics:
· International Monetary, Finance and Investment Law
· Private Financing of Infrastructural Projects

BAS Programme organized a Business Development Services (consultants) Forum, activities of which were held in three consecutive days during the month of December. The entire event and agenda of the event was coordinated with EAR representatives, EAR project for Institutional Support to the Ministry of Trade and Industry and other EAR funded projects. The event during all three working days was attended from over 120 consultants’, managers of SME’s and donor programmes representatives.
The Forum has addressed satisfactorily all of its original objectives and concluded the works with several findings and initiatives which will be evaluated from each of the BDS Team and subsequently afterwards will work on individual and coordination basis to address satisfactorily these findings. Both the local consultants and owners/CEO’s of the Kosovar SME have strongly supported the initiative and demonstrated their commitment and interest for the forum initiative by participating in the large number on all three days of the forum work the tight terms. The level of interaction and provision of questions/comments during the open discussion demonstrated the necessity for a platform where consultants can express their interest and concerns vis-à-vis the donor organization, stakeholders and commercial partners.
To the satisfaction of the organizer and participants, the forum confirmed the strong partnership that BAS Programme has created over the last two years with the consultant and SME community in Kosovo.

The Graduation ceremony for the second round of the QMS course was held on December 5th at the Chamber of Commerce conference room. The graduation ceremony was attended from the high governmental officials, donor representatives and other institutions. On this date, twenty three (23) trainees that have participated in the QMS workshop have been officially certified as Quality Managers. The diplomas were delivered by the EOQ (European Organization for Quality) and DGQ, Germany.
The certificates were delivered to the participants by Head of the Netherlands Liaison Office and Mr. Fejza representing the Ministry of Trade and Industry, who also who has stressed the importance of this workshop and the potential benefits that this will bring to the business community.

BAS Programme in cooperation with DGQ (Deutsche Gesellschaft für Qualität e. V.) from Frankfurt, Germany, conducted the second round of QMS Course for 25 trainees. The training started in August and has been concluded in October following the successful completion of four modular courses and two rounds of exam. Out of 25 trainees, 16 have been awarded as a Quality Managers and 23 of them as Quality Representative and Internal Auditor. The certificates issued were in full compliance with rules of EOQ - European Organization for Quality. :
First Equity investment in Kosovo
Through the TAM and BAS Programmes, Pestova received assistance from local and international consultants. BAS and TAM programmes assisted with preparation of a business plan followed by technical advisors and experts for a period of 2 years and concluded with an execution of an equity investment from EBRD .After the implementation of the equity financing, of a total of €1.9 million for a 33 percent company stake, the company is working on the development of new potato products. The objective is to introduce these to the local market and to export them to neighbouring countries, where Kosovar potatoes continue to have a good reputation due to their high quality.

Quality Management Systems (QMS) Course
BAS Programme in cooperation with DGQ (Deutsche Gesellschaft für Qualität e. V.) from Frankfurt, Germany conducting the vocational training organized in the form of four modular courses followed by an accreditation program organized in the form of exams. DGQ trainers and examiners provided their lectures to a group of 25 combined local consultants, qualified managers of BAS client companies which have already or are in process of implementation of the Quality Management System in accordance with requirements of ISO. The vocational training began in August 2006 and was concluded in November 2006. During this space of time all courses and two round of examinations were realized according to the recommended procedure specifications.
Following certificates were issued after passing the examinations. The certificates issued were in full compliance with rules of EOQ - European Organization for Quality. :
The qualified persons have the ability to assist Kosovar enterprises in introducing quality management systems, in consulting those and finally accompanying enterprises to certification.
BAS Kosovo supports Kosovar SME’s to obtain ISO Certificates
The high interest in quality management systems and certification (24%) of BAS Kosovo projects is motivated with the pressure for local companies to seek developing new markets in countries where product standards certification is expected and to comply with the requirements of customers, partners and suppliers. Out of 33 companies that are in process of Implementing Quality Management System (ISO 9001:2000, HACCP, ISO 17025, ISO 22000), 22 of them has been already certified:
